On Wednesday 23 august 2023 federal government Somalia parliament made second reading the draft bill for national environmental conservation in the 11 Parliament Senate Assembly house the 3 session the 6 meeting participated 28 senator full quorum for decision making session.
The draft bill for the environmental protection and climate changes resilience is presented the conference hall. The senate office staff made the distribution of draft bill the Agenda Letter, Drat bill, summary sheet and comparative analysis book covering the changes made 70 articles out of 102 articles in the bill.
The speaker of the of senate parliament Mr. Abdi Hashi Abdullahi opened the assembly participants in the attendance sheet list and made vote for the agenda which is the second reading the draft bill environmental protection and climate changes resilience. The senator in the upper house to point of order with propose made by the presence of the ministry tabled the draft for inquiry of the senators.
The chairperson of the committee national resource Mrs. Synab has made overall amendment reading document with correction and changes made in the draft bill. The members in the assembly meeting made respond the comparative analysis made. Some of them said the draft bill is more resource full that before, we acknowledge the effort made to present such this use full document said by some Senates. Some other said changes to be made the environment committee which is not the work we are here today. Some of others said the committee establishment coming from ministry of Environment, two persons resenting one house of the people and Senate.
Member from senate took the speech said, the ministry and the two member of parliamentary should excluded the list. They should be technical, capability and oversight of draft bill. The participation of one disabled persons is proposed in the session. The draft bill national environmental conservation and climate change passed its second reading the committee made changes after the consultation in public hearing with CSOs, federal member states, Bandir region and ministries.
The committee made the change 70 articles with input of the consultation meeting notes. Today the draft bill hearing presented two more question to ask the ministry team and the use of the comment made
Somalia federal government has made the first environmental and climate change ministry portfolio which is mandated to respond the climate changes and populations in the air, sea and the land. Somalia faces disaster every that destroy the ecosystem.
The animal, human and farms are destroyed by the disaster. All these are assumed to be result of the climate changes and misuse of the natural resource.
