Project Title Strengthening Protection and GBV Response in Mogadishu and Baidoa
Project summary The project intends to prevent and response to GBV issues through from an integral perspective. HINNA will implement in Banadir regions and Baidoa District where they are currently implementing Gender Based violence services in Daynile districts Banadir region in partnership with UNFPA through Ministry of Women and Human Rights Development (MoWHRD).

 

HINNA will implement GBV prevention & response through Multisectoral response activities:1) community engagement, particularly targeting Internally displaced persons (IDPs), host communities, and stakeholders on GBV prevention/mitigation, 2, response (survivor assistance) justice/ legal aid assistance and referral path way.

 

The project location will be Banadir region and Baidoa, the direct beneficiaries of the project both in Mogadishu and Baidoa will be 4010 beneficiaries, consisting of 620 men, 1,861 women 485 boy and 1,044 girls. The targeted beneficiaries in Baidoa will be 1710 and Mogadishu will be 2300 beneficiaries including IDPs/drought affected persons, host Communities, GBV survivors, vulnerable women and girls and GBV service providers in Mogadishu and Baidoa.

 

Conduct 6 technical GBV prevention and mitigation workshops on community sensitization for 390 people in total project communities – each session 65 participants will be attending in Mogadishu. The workshop will entail GBV risks, consequences, mitigation, prevention mechanism, referral network and service available for GBV survivor.

 

Conduct 6 technical GBV prevention and mitigation workshops on community sensitization for 210 people in total project communities – each session 35 participants will be attending in Baidoa.

 

Procurement and distribution of 2000 solar lanterns and 1000 dignity kits for those who are at risk of GBV from vulnerable IDPs in Baidoa and Mogadishu particularly GBV survivors.

 

Train 60 community volunteers on case GBV Prevention and response and early referral in Mogadishu and Baidoa in order to improve referral network.

 

The project will conduct six (6) days training on clinical management of rape (CMR) for health workers for 40 people, six (6) days training on case management for case workers for 40 people, six (6) days training on Psychosocial Support (PSS) for 40 health workers. The total participants are 120 people, from service providers in Mogadishu and Baidoa.

 

The project will commemorate of 16 days Activism for 60 participants from community members and local authority civil society religious leaders. The project will improve capacity of service providers to provide quality and timely of services and also will be able to respond and offer Clinical Management of Rape,(CMR) Psycho social Support (PSS) and case management for 480 GBV Survivors.

 

HINNA will scale up two GBV one stop centers In Banadir and Baidoa, the GBV survivors will be supported through service accessibility and livelihood project. The project will provide life saving GBV services, considering access including Clinical Management of Rape (CMR),Psychosocial Support (PSS), Legal aid assistance/Justice and case management services for GBV survivors and material assistance, the following guiding principles will be correspond while responding to GBV survivors online with survivors centered approach and using the existing referral

Pathway.

 

The project will procure 150 sewing machines to provide tailoring skills training for 150 vulnerable women and girls including GBV survivors and drought affected populations.

Job purpose In the framework of the above-mentioned project, the position is aimed at ensuring the proper and effective implementation of all activities planned to achieve the intervention objectives and expected results, including all related administrative and financial aspects, as well as at providing technical support to the Mission strategy and program.
Work plan schedule Initial six months with possibility to extend according program development, funding availability, and needs and priorities of the Mission.

Key objectives and duties The Project coordinator is expected to use a participatory approach to identify needs, design, implement and facilitate activities which develop a sense of community and strengthen community support systems.

This position requires strong coordination with the different teams in project location

Program:

·         Managing the project in line with the project document for the protection of GBV survivors and vulnerable populations from violence and abuse in project locations, over a period of six months.

·         Preparing, managing and regularly updating the project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as HINNA and UNOCHA/SHF guidelines.

 

  • Coordinating with logistic, administration and finance units to procure all equipment, supplies, materials and services required to implement the project activities, ensuring cost efficiency and accountability in compliance with HINNA and UNOCHA/SHF regulations and procedures.

 

  • Undertaking field visits to provide technical guidance and supervision as well as to regularly monitoring the progress of activities.

 

  • Ensuring the integration of activities with other HINNA projects, as well as coordinating with other actors intervening in the same area.

 

  • Preparing periodic project narrative and financial reports as well as other ad hoc reports, according to HINNA and UNOCHA/SHF requirements.

 

  • Contributing to elaborate trends and protection situation analysis.
  • Supporting the development, implementation and evaluation of the Mission strategy and program.
  • Representing HINNA in relevant thematic working groups as well as other coordination and ad meetings, as needed.

Working relationships:

  • Establishing and maintaining collaborative relations with representatives from donors, local municipalities, partners, workers, beneficiaries, and other stakeholders.
  • Contributing to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.

 

Human resources:

  • In coordination with the Program team, carrying out recruitment procedures for the national staff and consultants.
  • Training, coordinating and supervising the national staff and evaluating their performance.

 

Other objectives and duties:

As requested by the Executive Director with technical supervision of the Board, for the effective implementation of the project.

Experience Educational and professional experience:

  • University degree in law, political science, international relations, social studies or similar area with at least seven years of professional experience, including in project management in multicultural environment.
  • Previous experience with NGO or international organization is an asset.

 

Technical competencies:

  • Experience in gender-based violence (GBV) and protection prevention and response;
  • Understanding of basic humanitarian principles and international minimum standards for GBV in emergency contexts (including the survivor-centered approach);
  • Understanding of human rights and IDP rights;
  • Ability to manage human, technical, administrative and financial resources;
  • Very good knowledge of Microsoft Office suite.

Main Objectives:

The GBV Case Worker is responsible for providing direct supervision for psychosocial support and case management to vulnerable women and girls and GBV survivors through collecting data in close collaboration with the community in the target areas and registrations and GBV Information Management System (GBVIMS) of the Sexual Gender Based Violence project in Mogadishu and/or Baidoa in accordance with HINNA and OCHA agreements.

Duties

  • Carry out daily case management visits with individuals or families referred to HINNA for case management services.
  • Organize focus group discussions or other collection of relevant data when needed.
  • Participate in protection related assessments, trainings and meetings as instructed by the project coordinator

 

Qualification

  • Social Work or Nursing degree or previous experience as a social worker for an NGO;
  • Minimum one year work experience with international/national NGOs and/or local authorities in the Somali context;
  • Knowledge of community resources and referral pathway Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
  • Ability and motivation to work well with local authorities, local leaders and local community; Good cooperation skills, ability to work well independently and in a team;

Main Objectives:

The Legal Assistant is responsible for assisting family centre team by preparing relevant legal documents, draft various types of legal documentation in relevant human right violation cases occurred in accordance with HINNA’s mandate priorities and donor agreements. The legal assistant will, in compliance with HINNA and OCHA agreement, focus on provision of support to survivors of GBV, women at risk and girls affected by protection concerns who require legal assistance in both formal and informal to accompany GBV survivors up to courts if they prefer or to do mediation it depends on survivors of GBV and prepare witness list and summary reports when police records are obtained. The Legal assistant directly reports to the Project Coordinator with the technical supervision of the executive director and Management team.

 

Duties

  1. Conduct basic interviews with vulnerable persons including IDPs and host community in order to evaluate legal and urgent protection needs of the clients, especially GBV survivors with legal concerns.
  2. Provide individual and/or family legal information to beneficiaries, in order to orient them and make them aware about the legal procedures available and most suitable for each case.
  3. Undertake follow-up visits to clients in very specific cases (if there are no safety concerns).
  4. Plan, develop and conduct legal awareness sessions for IDPs and host community. Write report of the awareness sessions.
  5. Be involved in the office organization of awareness sessions or any other topic to be decided according to the need, in close coordination with the Project team.
  6. Respect deadline for the delivering of weekly and monthly reports and any kind of urgent reporting to the Project coordinator.
  7. Any other task not listed here but necessary to the project and activities.
  8. Available to work extra hours and available at the weekend for emergency cases.
  9. Attend workshop/training as well as actively participate to the GBV working group meetings and share information and protection trends on legal challenges faced by project target beneficiaries
  10. Stay abreast on any legal policy issued by the Government, and disseminate the information accordingly

Qualifications and Experience

 

  • University degree in law. Advanced university degree, preferably with the specialization in Family Law or Humanitarian Law;
  • Relevant experience working on GBV related legal problems;
  • Prior experience in working with NGOs is added value;
  • Familiarity with international protection and human rights legal standards;
  • Knowledge on how to communicate with vulnerable population groups, such as women, girls, youth, elderly, disable and IDPs

Main Objectives:

GBV Nurse is responsible for ensuring Quality of Services to Survivors of GBV by providing quality health care, assessments, treatment, support, information, and follow up services at all times to all survivors that visit the HINNA GBV Stop Centre in Mogadishu and/or in Baidoa and perform any other medical test as requested in accordance with HINNA and OCHA agreements.

Duties

  • Ensuring Quality of Services to Survivors of GBV
  • Provide quality health care, assessments, support, information, and follow up services at all times to all survivors of GBV that visit HINNA GBV Stop Centre. This includes (but is not limited to) the following:
    • Provide all immediate assessments, treatment and health care to survivors of GBV as needed and requested.
    • Provide follow-up medical care, treatment, and support as needed.
    • Help refer and support survivors of GBV to access additional health care that may not be provided at HINNA GBV stop Centres but subject to informed consent of the GBV survivors.
    • Provide information and instruction to survivors on the medical treatment regimen that has been prescribed for them, ensuring that they understand the routine (dose, schedule, etc). In the case of children, ensure that the parents/caregivers understand this routine.
    • Through follow up, monitor and help ensure the survivor continues to follow the treatment routine. These may be done through home visits, to be coordinated with Community Health Workers.
    • Provide health/medical information to survivors as needed and requested, for example the potential health consequences of GBV, and options for assistance.
    • Submit requests for new supplies in a timely manner, and notify management when any drugs are close to expiring: this includes monthly requests and any specific requests required on occasion. Ensure all supplies and stocks are monitored regularly.
    • Provide the following inputs to the GBV officer on weekly and monthly bases.
      o Identified survivors (anonymous information)
      o Treatments provided
      o Follow up visits
      o Drugs availability
      o Referrals to other service providers
  • Any other duties assigned by the immediate supervisor.

Qualifications and Experience

 

FUNDAMENTAL

  • Registered Nurse from a recognized nurse training institution
  • At least 2 years working experience in GBV centre or hospital setup
  • Ready to work in difficult environmental conditions
  • Sensitive to different cultures and has good interpersonal skills
  • Experience engaging constructively with diverse groups of stakeholders at all levels in a participatory
  • Team worker

 

DESIRABLE

  • Proven knowledge of international standards related to Clinical Management of Rape
  • Previous experience in providing care to survivors of GBV

 

Skills/Competences:

  • Excellent listening and observation skills; ability to create a space of trust, support, respect, and confidentiality with survivors of all ages and backgrounds.
  • Ability to engage fruitfully with families of survivors to enable them to provide appropriate support to survivors at home during their recovery process.
  • Strong knowledge of gender-based violence issues in the Somalia context, the impacts of violence on survivors, and best practices for providing support to survivors.

and donor agencies rules and regulations. Keeping accurate and complete record of financial
transactions in the computerized accounting system, maintain proper filing of vouchers and
backup documents and safe storage of cheque books and banking documents and prepare
monthly bank reconciliation statements and to reconcile account balances and prepare salary
sheets of project staff and make sure all the records / accounts / financial transactions are booked
before the audit commencement.
Duties
 Make payments and receive funds in accordance with finance procedures
 Collect and examine supporting documents.
 Ensure that documents and signatures are valid.
 Prepare payment vouchers, and receipt vouchers.
 Prepare monthly payroll.

Job Description
Project Title: Strengthening Protection and GBV Response in Mogadishu and Baidoa
Position Title: 2- Logistic Assistants needed
Reporting to: Project Coordinator under the supervision of Executive Director Duty
Station: Mogadishu or Baidoa
Duration: Six (6) months with possibility of extension
Expected start Date: August 1, 2017
HINNA is working in partnership with OCHA to implement a project to strengthen prevention
and GBV response for women and girls in Mogadishu and Baidoa.
BACKGROUND
HINNA (HAWEENKA HORSEEDKA NABADDA & NOLOSHA) is a non political, non-profit
making, and humanitarian woman organization at a national level directly involving with the
community and pioneering peace and stability throughout Somalia. HINNA was established on
April 28, 2003 in Mogadishu with the main objective is to see Somalia in peaceful situation and
without roadblocks, faction enclaves and conducive environment where community lives side by
side without conflicts and human rights abuses. Since the establishment, HINNA has been
providing essential services to vulnerable, conflict and disaster affected communities. HINNA
has been operational in South & Central regions and implemented huge amount of humanitarian
projects in the areas of livelihood and women empowerment, Protection/GBV, Shelter/NFIs,
WASH, Education and Health in collaboration with humanitarian partners. HINNA has reached
out more than 130,000 vulnerable, conflict and drought affected populations including IDPs and
host community.
Main Objectives:
Logistic Assistant is responsible for, in compliance with all the requirements of this project
agreed by HINNA and OCHA, supporting the implementation of this project by ensuring timely
procurement of goods, provision of transportation services, careful and frequent recording of
movements and changes, and safety and security of staff members and their operations. The
Logistics Assistant will work closely with program and administrative staff to ensure
comprehensive reporting, support and assistance to all project activities.
Duties
 Ensure all Project procurements are completed according to procedures at all times, and
within the minimum timeframes.
 Work closely with the project coordinator based in Mogadishu/Baidoa and the Admin
and Finance officer on ground.
 Work in liaison with other departments in fulfilling HINNA legal contract obligations
 Keep records and maintain contacts with suppliers and conduct price comparisons in
order to get the best value for money

 Identify potential, credible and competent vendors for HINNA to deal with
 Do town run for quick procurements and coordinate HINNA procurement functions with
vendors and contractors
 Ensure contracts for vehicle hires are active and professionally managed, in coordination
with management team on the ground.
 Ensure vehicles hired are in a sound working condition and transport needs for the field
staff are met on timely basis.
 Supervise the driver(s) and subordinate staff
 Ensure that all items on transit are handled in accordance with HINNA policies and
procedures and in a timely and efficient manner.
 Keep proper record of invoice receipts, requisitions, purchase order forms, waybills, and
all other documents.
 Ensure that all maintenance needs are met in a timely manner, with high quality works.
 Undertake any other duties that may be requested by Project Coordinator.

Qualifications and Experience
A University Degree in Accounting, Finance, Public or Business Administration, or related field
with minimum of 2 years of relevant experience.
Skills/Competences:
 Good communication skills with a wide range of people
 Experience in providing general support in a small team
 Excellent organizational skills, including, ability to work to deadlines and to priorities
 Substantial experience of providing administrative support to senior managers;
 Ability to work in a team and on an individual basis
 Computer literacy i.e. proficiency in Word, Excel and Power point, email and Internet
 Excellent written and oral communication skills, in English
 Manage own time under guidance and direction from superiors
 Fitness and ability to frequently travel to the field
 A high level of knowledge and competency in Microsoft Office (Word, Excel and
PowerPoint)
 Excellent listening and observation skills; ability to create a space of trust, support,
respect.
 Respect for the different contribution of individuals within the staff team
 Demonstrated team work skills
 Commitment to a process of continuous improvement
Languages
 Mother Tongue Somali
 Fluency in English
