HINNA is seeking for project manager position for the project titled “Enhance the protection of newly displaced conflict and drought affected persons, and protracted in Mogadishu districts of Benadir region through Integrated Multisectorial response of Protection, Emergency Shelter and NFIs and Camp Coordination and Camp Management (CCCM)”, funded by the SHF

General Functions:

The project manager is responsible for technical and managerial oversight and timely implementation of project activities in compliance with approved log frame and work plan and supervise project staff and ensure mitigating and responding any risks that may hinder achieving project objectives, under supervision of the Executive Director.

 

Major Duties and Responsibilities:

  1. Assist in the overall implementation and monitoring of project activities related to IOM Camp Coordination and Camp Management (CCCM) projects within the cross-border response to the Syria crisis.
  2. Assist in all the financial, administrative and technical aspects of the CCCM project to ensure compliance in line with IOM’s policies and procedures and adhered to in a timely and efficient manner and within the budget.
  3. Liaise with the implementing partners on grant agreements, reports and payments;
  4. Closely coordinate and follow up with the Resource Management Unit in all aspects of the CCCM grants and payments.
  5. Monitor the progress of the project, collect site development progress reports, sitreps, site management updates and 4Ws, compile and share information from the field teams on a weekly basis.
  6. Follow up with sub-implementing partners on reporting requirements and ensure timely submission of all reports to the Project Officer (CCCM).
  7. Provide support in planning and overseeing the delivery of procurement and logistics activities according to the project operations.
  8. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education:

  • University degree in Social Sciences, International Relations, Engineering,  or  a  related  field  from  an  accredited  academic  institution  with  three  years  of relevant professional experience; or
  • Completed High School degree from an accredited academic institution with five years of relevant professional experience.

Experience:

  • Experience  in  emergency operations and program design that includes support  to  displaced populations and refugees;
  • Proficient use of Microsoft software’s such as Excel and PowerPoint.
  • Experience in report writing;
  • Experience  working with  humanitarian  organizations,  non-governmental  or governmental institutions/organizations in a multi-cultural setting;
  • Familiarity with the IDP settlements context is an added advantage.

Main Objectives:

Admin/Finance officer is responsible for making payments by ensuring compliance with HINNA and donor agencies rules and regulations. Keeping accurate and complete record of financial transactions in the computerized accounting system, maintain proper filing of vouchers and backup documents and safe storage of cheque books and banking documents and prepare monthly bank reconciliation statements and to reconcile account balances and prepare salary sheets of project staff and make sure all the records / accounts / financial transactions are booked before the audit commencement.

Duties

  • Provide support to the Project Manager, and overall project team, as requested
  • Make payments and receive funds in accordance with finance procedures
  • Collect and examine supporting documents.
  • Ensure that documents and signatures are valid.
  • Prepare payment vouchers, and receipt vouchers.
  • Prepare monthly payroll.
  • Prepare cheques/payment orders and ensure that they are properly delivered.
  • Record all transactions, on manual/computer systems as appropriate
  • Ensure that all accounts records are filed in an orderly manner.
  • Produce bills for staff use of vehicles, photocopier and phone.
  • Ensure timely and accurate monthly and year-end closure of accounts, including bank reconciliation, and submit reports to headquarters as per prescribed deadlines.
  • Ensure timely and effective follow up to audit observations and recommendations.
  • Undertake any other duties that may be requested by Project Manager.

Qualifications and Experience

A University Degree in Accounting, Finance, Public or Business Administration, or related field with minimum of 2 years of relevant experience.

Skills/Competences:

  • Good understanding of accounting principles including accrual accounting, reconciliations, general ledger journals and preparedness to learn more complex principles
  • A high level of knowledge and competency in Microsoft Office especially Word, Excel and PowerPoint

Main Objectives:

The M&E officer will undertake continuous monitoring and evaluation of project outputs to ensure attainment of objectives and goals.

 

The M&E Officer will support the Project Manager in close collaboration with HINNA Management team in all data collection, analysis, to help ensure accountability and efficiency throughout the duration of the project. M&E Officer will provide technical field support to project team in assessing field conditions, and facilitate the collection of quality data under the supervision of the Project Manager.

 

 

Duties

 

  • Assisting the Project Manager in preparing Monthly/Quarterly reports on project progress and will monitor the project activities on a regular basis.
  • Creating a framework and procedures for the monitoring and evaluation of project activities
  • Assessing the validity of the information and indicators that contributes to project plan.
  • Monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
  • Assist Project staff in clarifying project information needs and on ways to properly document, organize and capture project progress.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the Project Manager.
  • Monitor and evaluate overall progress on achievement of results
  • Monitor the sustainability of the project’s results
  • Provide feedback to the Project Manager on project strategies and activities
  • Develop monitoring and evaluation reports on the basis of the project proposal and grant agreement and according to the donor requirement.

Qualifications and Experience

A University Degree in Social Science or Business Administration, or related field with minimum of 2 years of relevant experience.

  • Ability to design M&E tools, surveys, surveillance systems, and evaluations.

Main Objectives:

Logistic manager is responsible for, in compliance with all the requirements of this project agreed by HINNA and OCHA, supporting the implementation of this project by ensuring timely procurement of goods, provision of transportation services, careful and frequent recording of movements and changes, and safety and security of staff members and their operations. The Logistics Manager will work closely with program and administrative staff to ensure comprehensive reporting, support and assistance to all project activities.

 

Duties

  • Ensure all Project procurements are completed according to procedures at all times, and within the minimum timeframes.
  • Work closely with the project Manager based in Mogadishu and the Admin and Finance officer on ground.
  • Work in liaison with other departments in fulfilling HINNA legal contract obligations
  • Keep records and maintain contacts with suppliers and conduct price comparisons in order to get the best value for money
  • Identify potential, credible and competent vendors for HINNA to deal with
  • Do town run for quick procurements and coordinate HINNA procurement functions with vendors and contractors
  • Ensure contracts for vehicle hires are active and professionally managed, in coordination with management team on the ground.
  • Ensure vehicles hired are in a sound working condition and transport needs for the field staff are met on timely basis.
  • Supervise the driver(s) and subordinate staff
  • Ensure that all items on transit are handled in accordance with HINNA policies and procedures and in a timely and efficient manner.
  • Keep proper record of invoice receipts, requisitions, purchase order forms, waybills, and all other documents.
  • Ensure that all maintenance needs are met in a timely manner, with high quality works.
  • Undertake any other duties that may be requested by Project Manager.

A University Degree in Accounting, Finance, Public or Business Administration, or related field with minimum of 2 years of relevant experience. A consideration shall be given to Secondary level education holder with minimum of 3 years of relevant experience.

Main Objectives:

 

The position is about to take a lead in social mobilization activities in the target areas.  The main function of the position, not limited though, to assess the needs for the social mobilization, designing context and subject-based social mobilization plan for implementation and monitoring the effectiveness of the plan and establish effective beneficiary communication and feedback system to evaluate the performance of the activities. S/he will also ensure that activities have been implemented according to the principles and within logical framework and work plan of the project.  .

 

Duties

  • Organize and mobilize communities for the need identification in the area of Shelter/NFIs, CCCM, and Protection.
  • In consultation with village level stakeholders, design periodic social mobilization activity plan and update the plan to accommodate the change and need of the beneficiaries and ensure the quality implementation of the plan.
  • Ensure that capacity development activities, awareness-raising activities, knowledge and information sharing, and formal capacity development activities, particularly in Social mobilization to reach to target beneficiaries.
  • Support project team in planning of social mobilization and training activities as per the operational context.
  • Facilitate in formation, preparation of Camp Management Committee members and registration and mobilization of project target community.
  • Assist to conduct need based surveys and assessment as visualized in the program document, such as social feasibility study, household surveys.
  • Provide support to the technical officers in Shelter/NFIs, CCCM, and Protection in planning for orientation and training activities in the target areas and assist technical teams to monitor quality of the construction related activities for ESKs beneficiaries of newly displaced/evicted.
  • Promote and install sense of ownership among the beneficiaries through community engagement activities or design appropriate activities for the enhanced beneficiaries’ involvement.
  • Coordinate and establish network for the social mobilization, when required and as deemed necessary, with other humanitarian actors operating in the same area.
  • Perform other assignments following the information received from the organization.

The Field Officer (FO) will directly support the project team in the implementation of the project activities in time as well as assist the project manager in running the work schedule and through implementation of overall project activities.

Duties

  • Ability in mobilizing communities, community leaders and young people to participate in project
  • Conduct site visits to support project team.
  • Participate in beneficiary selection process through collection of vulnerability data, and feed back to project manager to support development of beneficiary lists and database
  • Ensure that the verified beneficiaries are properly registered on the beneficiary lists
  • Work closely with the Project Manager to identify challenges, opportunities and progress, and report back to the Project Manager on a weekly basis
  • Work closely with Voucher Distribution Clerks and other project team in organizing the type of voucher distribution of resources through the use of commodity vouchers, with a fixed quantity of a named commodity, and aims to enable access to a specified range of commodities- NFIs and ESKs.
  • Excellent computer skills for word processing, spreadsheet creation, etc
  • Willing to perform various operational duties, as assigned
  • Ability to have more access to the sites of IDPs and maintain better relations with them
  • Support project team during the distribution of Commodity vouchers.
  • Assist in managing beneficiary registers during the distribution of ESKs and NFIs vouchers

BACKGROUND

HINNA as a local humanitarian organization, who supports vulnerable and marginalized populations in south and central Somalia, is a partner with Somali Humanitarian Fund (SHF) and is an active member of clusters including Shelter/NFI Cluster, Protection and Camp Coordination and Camp Management (CCCM) coordinated and handled by OCHA Somalia. HINNA is seeking for project manager position for the project titled “Enhance the protection of newly displaced conflict and drought affected persons, and protracted in Mogadishu districts of Benadir region through Integrated Multisectorial response of Protection, Emergency Shelter and NFIs and Camp Coordination and Camp Management (CCCM)”, funded by the SHF

 

Main Objectives:

 

We are currently seeking an experienced, competent Voucher Distribution Clerk to perform various administrative and clerical tasks, helping to support this project and ensure success. The ideal candidate will be comfortable undertaking a variety of activities at the field and in the office, including preparation and distribution of the commodity vouchers for ESKs and NFIs distribution through voucher in collaboration with project team. S/he will have the ability to work diligently and independently to help maintain efficient project operations. Reliability and a strong work ethic with great communication skills are a must. Familiarity with all necessary project materials/documents and procedures is also required.

 

Duties

  • Ensure that the verified beneficiaries are properly registered on the beneficiary lists
  • Assist in organizing the type of voucher distribution of resources through the use of commodity vouchers, with a fixed quantity of a named commodity, and aims to enable access to a specified range of commodities- NFIs and ESKs.
  • Excellent computer skills for word processing, spreadsheet creation, etc
  • Willing to perform various operational duties, as assigned
  • Ability to have more access to the market traders and maintain better relations with them
  • Overseeing sorting and distribution of Commodity vouchers
  • Assist in managing beneficiary registers during the distribution of ESKs and NFIs vouchers

 

Requirements and Qualifications

  • High school diploma required, relevant degree or certification is preferred
  • Successful work experience as an distribution clerk or in another clerical position
  • Strong working knowledge of basic principles of humanitarian works and procedures
  • Ability to effectively use and maintain office equipment
  • Excellent, rapid typing skills with knowledge and experience
  • Outstanding communication skills
  • Great organizational and multitasking abilities
  • Excellent listening and observation skills; ability to create a space of trust, support and respect.
  • Respect for the different contribution of individuals within the staff team
  • Demonstrated team work skills
  • Experience in providing general support in a small team
  • Ability to work autonomously, effectively managing own workload without continual guidance
  • Attention to detail and good time management and self organizational skills
  • Commitment to a process of continuous improvement

Languages

  • Mother Tongue Somali
  • Fluency in English
