There is huge drama within the United Nations Security Council on the upcoming vote on a Draft Resolution Renewing UNSOM’s Mandate*
(On Tuesday morning, 31 October)

The main point of contention in the language around LAS ANOD Conflict!

During the negotiations related to language on UNSOM’s support for the resolution of the conflict in Las Anod, UK government attempted to take over control from The Federal Government of Somalia on who facilitates the end of hostilities and responsibility negotiating peaceful resolutions between SSC-Khatuumo and Somaliland.

The initial draft proposed by the penholder (UK Mission to the UN) requested UNSOM (Catriona Laing) to use its good offices to facilitate the “peaceful resolution of the dispute in Las Anod and its surrounding areas.”

Russia, China, and the A3 members (Gabon, Ghana, and Mozambique) have fought for Somalia sovereignty and territorial integrity by;
1. Removing the term “good offices”, noting that the mission has the mandate to assist the Somali government in the peaceful resolution of the conflict.

[China said that “UNSOM should carry out their good offices on the basis of respective ownership of the Somali authorities and safeguarding the sovereignty and territorial integrity of Somalia”.]

The UK had to accept this humiliating come down and add language in the draft resolution in blue requesting UNSOM to continue to provide support to efforts undertaken by the Somali government to pursue inter- and intra-clan reconciliation at the local, regional, and national level towards the peaceful resolution of the dispute in Las Anod and the surrounding areas, including through engaging with all parties where necessary.

2.Nothing remarks from Special Representative of the Secretary-General for Somalia and head of UNSOM Catriona Laing on 19 October, where she said “although the situation in Las Anod is calm, the potential for relapse into violence exists”, the A3, China and Russia demanded that the draft needs to reflect that the situation is currently calm and stabilising in light of the Somali government’s efforts

[Again, the UK was forced to include welcoming efforts and initiatives of the Somali government, Ethiopia, and clan elders. The UK then stubbornly included a section calling for “all parties” (this is to try and absolve Somaliland from any Blame)

3.A3, China and Russia also included a new language encouraging UNSOM to coordinate the UN’s efforts and maximise joint approaches and joint programming, in full cooperation with the Somali government and federal member states. This would include, among other things, supporting efforts to take a realistic and incremental approach to advance state-building, to conduct free and fair elections, to advance the 2030 Agenda for Sustainable Development, and to cooperate with international financial institutions to support the mobilisation of economic and development assistance.
